What exactly is JamaicaFest? Is it just an excuse for the Japanese to eat Jerk chicken outside and listen to bad 'dub' music?

Actually it's an excuse for them to wear every article of clothing they own that's even remotely related to Jamaica, reggae or rastafarianism.
Many people (read:most people) in Japan that wear weed leaf insignia have no idea what it means; it's simply a pop-culture symbol like a peace sign. 12 and 13 year old kids at school have pencilcases with the words 'Get High!' and 'Legalize It!' emblazoned on them and both they and the teachers 90 percent of the time have no clue what it represents.
The Japanese excel at embracing a thing for it's aesthetics as opposed to it's meaning or what it reresents.
For example - ask anyone with a Yin & Yang symbol what it means and you'll get the answer 'Town and Country'(?)..

..but aside from that it's a good opportunity for businesses selling related products to showcase their wares, promote parties, make a quik(er) buck and for everyone involved to just kick back, relax and drink up Tokyo in a different flavor.
